neighborhood cats on hot car hood

The neighborhood cats like my mom's brand new car's hood, and leave scratches every time they visit. Are there any solutions besides mom covering the hood every time she comes home?

Some people swear by ta scat mat, but what works and is a lot cheaper is putting up tubs of water along the top of the car. The cat jumps, lands her feet in water, and quickly gets down. The water won't hurt the cat or the car.
