I have a Vet that thinks my Cat has FIP, when they did his blood work his tired was a low 40. I have No clue what that means, but when I found him as a kitten his eye was destroyed and his other eye had a white film covering his eye, which got lasers off 2 years ago, but my Vet told me to keep an eye on it. Well it seems like it grew back. I'm scared because this is my baby. Also, he has really dry paw pads that look so Dry they are peeling is that a sign? And his shoulder and left from paw is flatter than his other paw.

That is a low titer which is good news. Your vet needs to back up that diagnosis with labs and other findings. No dry paws is not a sign. Has your kitty had a fever?

The vet takes the cat's temp, normal is about 101.8F.  Nothin you've decribed sounds like FIP.  Why is your vet saying this.  Cats with FIP are very sick and act it.  Your cat would likely gave a fever that didn't go away alonmg with other symptoms.  please read this article, http://www.vet.cornell.edu/fhc/Health_Information/brochure_ftp.cfm

Uh.....yeah no, I don't read anything that points to FIP at all. (I'm scrunching my eyebrows right now after reading your post lol)

Feeling puzzled what would cause vet to mention FIP.

General and most common signs are~

Fever with no apparent cause, that does NOT respond to antibiotics

Loss of appetite and/or interest in food, not steadily, on and off but still not fully normal intake.

Napping in out of the norm spots, yet may also nap in the usual spots.

A change in eyes may happen, the iris may take on a red or rust color or spot, along with other possible changes.

The biggest red flag is pretty much always the fever that does not respond to med.
