I am looking for low dust cat litter for cheap

Hello. I have 2 cats and 1 litter box because my tiny little girl don't make big stuff in the litter box lol.

I am using Purina cat tidy 24/7, but It changed the fomula. It makes crumble all the time and not tight clumping at all.

My cats are fine with clay litter, but I am senstive with clay litter dust. Epecially, just cheap store brand cat litter. The Tidy cat stuff is fine so far.

Anyway, which cat litter is best resonable price and low dust?

There are Krogers, walmart,petsmart,and etc.

I am think about walmart brand such as special kitty. Is it good enough?

Or sam's club brand cat litter?

I am looking for a bulk cat litter with low dust because I will have another cats.

Honestly I'm using paper pellets because Tommy had surgery, but his dad wants to keep it. It doesn't track everywhere and there's pretty much no dust. Burying is just a little more awkward and it doesn't clump it just swells when it's peed on, but he's paying for it. I have to go through it once or twice daily, add some every day or ever other day, and at the end of the week you just dump it all out and start over. $12.99 for 25 lbs of Equisicat at Petsmart.
I told him he's killing my independence. Tommy got sick and we moved him to a raw diet I can't afford on my own. Tommy got sick two more times and I was going to give up on the 3rd time but boyfriend says get him the surgery, I'll help. Now this litter is 35 more a month than what I was buying.
