Cat urine marking and peeing less

Hello! So, my baby is now 11 months old, a male, unneutered (I am not allowed to neuter him before September according to contract for some sweet Russian blue kittenbabies) and he has recently started marking all my personal belongings that are laying on the floor (a scarf that had fallen down, a handbag and a travel bag, also a carpet). He is also peeing less, as in... As frequently as before (2-3 times a day), but in my opinion in much smaller amounts. He doesn't strain to pee, as far as I have seen. He also doesn't cry out. Although he does walk around before peeing and making very loud noises sometimes. However, never while he actually pees. I'm a known hypochondriac so I'm alarmed, so I'm taking a urine sample in tomorrow, if I manage to actually get one, but meanwhile - how possible is it that this is just a "male" thing and nothing to do with urinary issues? It's not spraying. He pees on horizontal ground. My breeder, however, told me that some male cats do it instead of spraying when they're young or maybe just have a different character, and she is not worried at all. Says she has seen all this before with his own male cats. And at the moment it's spring, I live in the city and there's probably tons of females in heat nearby. My baby whines and yowls, excessively rubs himself against a certain chair & curtain, tries to mate his toys, walks around restlessly, he is still as active as ever, very playful, he eats well, his pee (as much as I could see from what dripped on the floor from my soaked scarf :D -.- ) is yellow and not blood-tinged, he lets me touch his abdomen, he doesn't overgroom himself and as far as my non-vet-self could feel, his stomach between ribs and hip bones is fairly easy to palpate, in some positions seems to feel tight but at the same time others is soft, and doesn't contain any 'hard' parts (like a blocked bladder would feel like, I assume). So.. what are the chances that his peeing in small amounts is actually normal and just the "perks" of having a male cat?

Please help me not lose my mind before tomorrow.

Why does the contract state you cannot get him neutered until September? Does the breeder want to option to recall the cat to produce a new litter?
The first thing you would want to do with any male cat for behavior issues is to get them fixed. Stewart moved in when he was about 10 months old and he was the latest neuter I've had done. He ended up having a masturbatory habit and he's the one that started spraying almost 2 years ago and my russian blue mix picked up on it and he started at age 6.
I had to go through with my boys and the vet workup. Blood tests and urinalysis. With my cats vets have always extracted urine directly from the bladder via syringe instead of trying to do a free catch. 
The only other time I had an issue with a male was a geriatric arthritic ginger that was always in pain and hated the other cats. He would go in random places like the bathtub and all over our shoes.

Thanks for the answer! I agreed to have 2 litters before I neuter him and the last chosen female will be old enough at the end of summer. He is purebreed and shows excellent potential according to the breed standard.
I understand the horrible downsides of having an unneutered male cat but I am also ready to face it. He will be neutered after the litters.
Right now I'm more worried I'm going to somehow lose him because of some illness which I won't be able to test before tomorrow and, as I have health anxiety, I guess I was just looking for people with similar stories before having neutered their cats. :)

Well he's beautiful. If the vet rules out any issues then just hang in there like the breeder says I suppose. I found on most breeders websites they actually want you to get them fixed as soon as possible so you aren't profiting with litters produced out of their line.
My bub is a mix for $20 from county. His eyes are green but not all the way to the edges, and he's not quite as silvery.

Took the urine sample in, now at work waiting for them to call me for results. Fingers crossed! I bought Feliway and he hasn't peed wrong for 48 hours so that's a start. xD He still doesn't pee in as big amounts as he used to, though. But my vet and my breeder both reassured me that males just sometimes get so excited over females that they forget to eat&drink, so their litter box habits may change. I want to believe that. I'll post the urinalysis updates, too, as soon as I get them.

His health is fine and the results came back okay. So - it's a marking issue, but instead of spraying he pees on horizontal ground - looks like it IS possible, lol. Anyway - thanks to Feliway (supposedly), there have been no problems for the past 3 days. Let's hope this remains so. ^_^
