My cat PJ is 18 and had been peeing on the dog beds and sometimes in the bathtub.  He uses the box sometimes (a clevercat--a tub with a lid and a hole on top.) but  I noticed he didn't really go into the box anymore but instead would perch over the hole and go.  I got exasperated about washing dog beds so I bought a plain catbox and lined it with newspaper and put a pee pad on top and he hasn't peed inappropriately since!  Guess he just doesn't like litter anymore.

Old cats have a harder time getting in/out of the box than younger cats. Him perching at the side indicates that he finds it hard to climb over the sides of the box. Maybe try a litterbox with lower sides.

Where do you think?
Those dog proof boxes are hard on arthritic joints. If possable try a dish pan style box so he can just step in and out without jumping.

The new box is the lower type with no lid.  He can still jump-- in fact he likes to get on the lid of the Clevercat to jump on our high bed.  I worry because he is pees down the sides but so far so good and hey--there's always cleaner for the wall!

What's his posture when he's going? Hunched posture and straining are indicative of a UTI. It's always best to rule out any possible medical causes first, maybe give your vet a quick call.
