Cat trying to feed kittens that are not hers!!

I have a female cat who had a litter of kittens they are two weeks old she is a great mom and feeds her kittens like she is suppose to. Well I also have another female cat who does not have any kittens who is trying to help be a mother to these kittens and lay with them and she lets the suck on her even tho she is not the mom. The mom cat lets her and they all lay together it's so strange!! Can the cat that's not the mom eventually start to produce milk? Is this harmful to the kittens?

Everything is just OK!  You have got a nice and wonderful extra experience.   Yes, at least theoretically, co-momma may begin to give milk.  Even some males in this situation may...

If you are unsure on the development, you can always  monitor the development by weighing the kittens every day.  If they add 10+ grammes a day, its good, if they add less during more than one day, its not good - and YOU must supplement them...

In fact, weighing them every day is a sound standing advice.
