My male neutered cat is always in heat!

He is 12 years old, but he was neutered as a kitten. He's constantly mounting his sister and seems to be very frustrated.
I just received them from my sister a few months ago cause she's too busy to properly care for them.
You think it's worth getting him snipped again? Or will it not make a difference since he's already know how the urge feels?

First, males don't have heats.  They are ready to go at any time.  Is his sister spayed?

There is no point in having him neutered again if he was, in fact, neutered.  That would mean that the testicles were removed.  If he had a vasectomy, it would be worth checking with the doctor that all is still well.

Neutered males often behave like this, especially with females they live with and have a bond with. They also try it sometimes with other males. There are two reasons for this behavior, neither of them sexual. He can no longer have sexual feelings, since he was neutered. When a neutered male 'mounts' another cat he does not penetrate, though he may make mating movements.

The most usual reason is to establish dominance. He is trying to show his sister (or other cat) that he is the boss and that s/he must submit to him. But it can also be a sign of affection. I have a neutered male, now 13 years old, who has always behaved like this to his constant companion, now 10 years old. He ignores all other cats in the household, but often starts making movements on her, even when they are curled up together. She looks quite happy about it and after a few minutes they usually start licking each other's faces. There is no doubt that they feel affection for each other.

If your male is not hurting your female and she is not overly upset then they are probably just re-asserting the pecking order in the household. If there has been any change in the house, another cat introduced, or some re-arrangement of their facilities, then he may feel the need to assert his self-confidence by taking control of the only thing/person he can control. Or he may feel the need to be close to her if his other outlets for affection are suppressed for any reason. He could also be feeling sick, and expressing it by trying to control the things and people around him. Only you, by close observation, can really decide. If you think there is the slightest chance that he may not be feeling well, then obviously a vet check is in order.

Geez, I'm not sex educated at all when it comes to cats. Lol!!!
Yes, she is spayed. I don't know what this boy's problem is. He was surely neutered cause he has no balls. I'll ask the vet for advice on his next visit. Thanks!

Thank you. That explains alot. The poor girls yells at him Everytime and swipes at him. But nothing serious. I was concerned that maybe he wasn't fixed properly, but if this common behavior then I won't worry about it too much. My sister said he's always done it, but not as often as he does in the new house. Sounds like he is adjusting to a new environment and establishing dominance.

That is almost certainly the reason - a new environment and he needs to own it and establish his right to it. King in his own territory.
