Eye help!

Our rescue cat Birdie has been having eye trouble since 2/7. At first it seemed like a pink pillow of fluid sneaking up the outside of her eye. 1st vet appointment out her on antibiotics which helped a little bit. Then it came back. 2nd vet appointment we did a steroid shot (she is skittish and topical options are not an option). Kept it down for 5 days and now it is back and worse!

Anyone have any ideas ????? I have a 3rd vet appointment with another vet scheduled for Tuesday.

First off, I think eye drops are the usual way to fix this type of issue, so that may be why it's not going away   Did Vet #1 and Vet #2 say as much?  I don't know what the specific issue is, but normally eye issues are treated with eye drops or such.
