Strange Behavior between my two cats

Hi there, I have two cats. Their names are Bella (the smaller, more calm and nicer one) and Ginger (the bigger, much more mean cat). They are sisters, they were born from the same liter, and have grown up together all of their lives. We took them in about 4 years ago when their original owner had to move and couldnt take them. After that got settled into the new house, everything was great! They would eat together, sleep together, and groom each other. About two years ago, that all changed.

We let our cats go out pretty much whenever they want. We wont let them outside if the weather is questionable or if its too close to night time). On this particular night, when we called in the cats, Ginger came in right away, but not Bella. This was pretty normal, one cat coming in before the other, so we thought nothing of it. A few hours later, Bella was meowing outside the door so we came to let her in. Once she got in the house, we noticed a patch of fur missing on her back near the base of her tail, and a small scratch (it wasnt anything bad, so we just kept our eye on it for a few days and not worry about it) It looked like it was from some bird like an Owl or something.

After that night, Ginger became SUPER agressive towards Bella. Bella could be anywhere doing anything, and Ginger would run over and smack her. Bella has always been the passive cat, she doesnt really attacking anything unless its an animal (she brings us birds, moles, and mice all the time). However, Bella will never attack Ginger back. Ginger just attacks Bella out of the blue. Bella does her best to avoid Ginger; when we let them outside and Ginger is sitting out on our deck, Bella will not go outside until Ginger gets off of the deck. Sometimes Ginger will be all cute and groom Bella, but its rather rare.

Ginger has always been a bit of a grouch. When she wants to be petted, she will walk up to you and meow. You can pet her for a little while, and then she will flop over on her side. If you pet her at all after that point (even on the head no where near her stomach), she will bite and scratch you. 15 seconds after that, she will stand up and start the whole process over. Bella on the other hand you can just pick up and hold and pet and she will flop over in your hands.

Im sure Ginger doesnt hit Bella very hard, but it still makes me feel a little uneasy when she does it. I feel bad for Bella, and want to know if there is anything I can do to remedy this situation. Is there a reason that Ginger will attack Bella (and it only started after that night)? Is there anything I can do to stop Ginger from attacking Bella? Is this just normal behavior and I shouldnt worry about it? Thank you so much for reading, and any help/feedback is greatly appreciated!

Two female cats together often don't get along, it's a common complaint.  Try your hardest to treat them both equally as jealousy can be a problem.

Are they both spayed?

Try a Feliway diffuser plug and air-spray, they give out cat de-stressing pheromones that could help towards the harmony of your household. 

Have you considered adding a third, male, cat into your mix?
