George came to stay with me a few days ago because his owner was diagnosed with stage 4 cancer and could no longer manage his care.  He's 17 years old with health issues of his own so I don't know if neutering will ever be an option.  He's super sweet lil' purr box and he's not spraying but the urine smell is intense. Other than cleaning/changing often any other suggestions or product recommendations?

Not really.  Vinegar is my best thought other than neutering.  Neutering a male cat is an extremely quick, easy, and safe procedure.  For an elderly cat, the risk of aesthetic is, of course, increased.  But, it's the only way his pee will lose it's stink.  You should talk to the rescue centre vet about it.

I don't think I'd put an elderly cat through elective surgery either :/.

I've found that Fresh Step non-clumping litter is the best for tomcat pee. The kind with the carbon in it (although the clumping kind with carbon isn't as good at odor control :dk:). If you use that and change it once a week I think the odor should be manageable. Also a wet food diet will dilute his urine so it doesn't smell as bad, plus that would be good for his diabetes too.
