I agree with 1cat. Liking your job is so important, being in a job you don't like or difficult people will make can make you unhappy, I've been there.
The benefits are very tempting though. Write down the pros and cons, it might help you decide but remember that there will be other job opportunities in the future if you decide to reject it.
You say that it is the same as your current salary, but in fact the benefits make it better. Ask yourself if you will like the work you will be doing and the environment but whatever you decide, well done for being offered the job, you must have impressed them.

The building department (Planning and Zoning Dept) was the one that offered. Not the City Clerk's office (they're currently still interviewing... though I wasn't a huge fan of that job anyway.)

I did a whole pros and cons list and talked it over with a bunch of people I trust. I just couldn't pass up the benefits and the HSA/differed comp package. Free insurance, dental, eye and medical spending is huge. Right now I pay for all of that, so I'll be saving all the health insurance money. I plan on having kids in the next couple years so I'll be able to use the HSA funds for hospital stay, appointments, etc. 

The less flexible schedule is kind of a pain. Right now I have set hours, but can pretty much give no notice if I want to leave early, take Friday off, etc. No approval needed. There I'm going to have to go through HR, officially request off, get approved, etc. 

So yikes, new job! I start Monday the 13th.

How exciting. I am pleased for you and think you made the right decision. I'm sure you will get used to the different ways of doing things. It's all political in government and so many procedures have to be adhered to but they usually sound much worse than they are. You'll soon settle in. Yep - same here.  I've spent almost 45 years working 70 to 95 hours a week for an idiot slave-driver, with no benefits.

Congratulations! You will be able to take time off when you need it. You will get used to the process, and now you have a job you like.

Congratulations.
I also think you've made the right decision. There is so much potential in this new job. The benefit package sounds great.
You'll also have the excitement of learning new things and being with a new group of people.

Update:

 plus $4K in an HSA monthly (which I could deduct all my premiums from, plus contacts, chiropractor, and other cost.) 
That was supposed to be yearly. Oops. 
 

Thanks for all the kind words! I'm excited but nervous. Learning new things and change is kind of nerve racking for me.

I think you've been lucky to have that. I never had a job where even a day off didn't need to be first approved.

You made the right decision with your new job. Not having to pay for health insurance is major.
