My cat keeps getting scabs

 My cat of 12 years gets a recurring scab in a different place on his body every year about this time.  It is about the size of a dime and sometimes shows up under his eye.  He usually can't reach the sore, except for the one on his eye, which he rubs against a box or something to open it up.  We do not have fleas and he has been to the vet 3 or 4 times, with no diagnosis.  It is frustrating.. we have tried everything from vet products to natural products.

An allergy maybe? Cats can have allergy to food/ the environment just like people, which can cause a rash. Do you think that's what it could be?
