2 Things...Peeing on Clothes and....

I think my cat get's mad at me and pees on my clothes...on purpose. 

She's done this only twice in the 8 months that we've had her. I have no idea why she does it. I change our her fine grain litter once a week. I scoop her poop once every two days. We only have one cat, so there's no competition. She REALLY wants outside, but it's -28C and when I don't let her out, she pouts. Goes to the spare room for hours on end. 

Any idea...she doesn't pee on anything else. Not the couch, the beds...nothing. 

The second thing, when she goes to the bathroom, she insists on scratching at the pans edge right near the entrance of her pan cover. She's always done this since we got her, and I've never figured out why. First I thought, maybe I have to clean the pan...so I did so, but she still does it. Any one else's cat do this kind of thing???

I would suggest removing the poop (minimum) daily. Her litter is changed once a week but what about the urine?  This is especially true with litter boxes with covers.  Get down close to the box and the smell of ammonia can be overwhelming.  I would think she is scratching near the entrance to the box because she wants to use it but doesn't want to step in that box. Maybe it needs a good cleaning. Boxes with hoods tend to trap the smell and the plastic gets imbedded with the odors.

Thank you for the information, and I will take it seriously and try something new.

I was also thinking about changing our her pan very soon...I'll be also finding a new box to fit over the pan because she will only go when no one is watching. Ever since she was a kitten, the first time she went into her box, she was always scratching at the edge...it's like she's telling us that she's being a good girl and using the litter box. I clean out her litter once every two days, both Poop and Pee...change the whole litter every 10 days because this stuff is REALLY good and even wash out the pan every time before so. 
What's cute though, is that I'll put in the new litter and she'll roll in it...like cats do when they have a dust bath. Then, she'll wanna cuddle after. *eye roll*.

The second thing is just a common thing cats do when they are in the litterbox. As far as the peeing, cats don't pee out of retaliation to get back at you. They either pee on things due to a health problem or they pee on things that smell like you because they feel insecure about their surroundings. This is why the cat only pees on your clothes. she wants to mark you as hers. Yes it's unwanted but that is what is happening. Again this is absent a health problem like a bladder infection which I suggest getting checked as cats do that too when they have an infection. If it's not that you may want to look around at what may be going on in the house when she does it. Are there new visitors? Extra noise outside? Changes in her environment? Please do not think your cat is being mean and just peeing on your things. There is always some underlying reason either health wise or issues with them feeling insecurity to explain it but never them just being jerks.

Also, is she spayed?  

It sounds like she might prefer a cleaner box.  You should scoop every day, and add a second box in addition.  If you know she prefers privacy, a covered box and moving to a more secluded location could help too.

I agree that a vet check for a urinary issue is a good idea, just in case.

Do you use an enzyme cleaner to clean any inappropriate poop or pee spots?

Cat Attract litter can help to draw cats to the box.

She is trying to communicate to you that there is an issue; now you just have to figure out what it is!

I have 7 cats with 5 boxes, I should have 8, with two kinds of litter. Two in "hidden" corners that somekitty pick out before the box was there, four in spots that work for me, twice daily scooping is necessary and the newspaper litter needs changing every three or four days, if I get off my schedule I get problems. ( I wash them out with unscented dish soap every few weeks/ they are all just tray types)
One cat pees on the laundry if I leave it on the floor of the laundry room close to the boxes.
Two like empty litter laundry baskets and buckets or even the plastic sledge.
One of those will also use the bathtubs and occasionally the large old kitchen farm sink, right in front of me while I cook dinner.
We have no carpet thank the Gods!
4 cause no trouble at all.
