My recent foster kitten had this. This flaking off of the skin was caused by the anti-flea treatment. They got rid of the fleas but unfortunately the harsh chemicals also took off bits of her skin.

Do chunks of hair come off with those flakes? That happened to our foster. I put them in a ziplock bag and sent them to the shelter's vet. She said it was most likely a side effect of the flea meds.

It's impossible for me or any professional to come to a conclusion about your cat's condition over the internet, so I highly encourage you to speak to your vet.

It could just be dead skin flaking off / dandruff. It's normal, especially in the winter when the air is super dry.

I agree that it is probably cat dandruff. Our black cat has that right now too since it is winter and the air is dry.

How long have you had the kitty? What food are you feeding him/her?

My cats get dandruff when I feed them too much junk food. One of my cats (Mephi, in my avatar, black & long haired) is sick and was eating fancy feast canned exclusively for a month as it was the only thing she'd eat. Well  a month later and she had pretty bad dandruff. Last time I tried feeding both cats fancy feast wet only they both had runny eyes and a lot more hairballs (meaning more shedding). So I stopped feeding her the FF and started feeding other brands (a challenge, but worth it) and a week and a half later her coat is really shiny again (not greasy) and no more dandruff!

So it could be diet related. I've heard of people giving their cat coconut oil or olive oil for either skin or gut issues (it benefits both if your cat handles it well). I saw a video where a guy would physically put a little coconut oil on the cats fur which make it super silky and when the cat groomed herself she licked off a little coconut too. Cute.
