Poop vs (short hair) cat bums

I have a shorthair kitten who had worms for a while, but after being on medication his poops seem to generally be back to normal. Every once in a while there'll be a sliiiightly messier poop, but 99% of them are regular "logs." 

His actual butthole is not covered by fur at all, and there's a little crusty "cling on" in the same spot every once in a while on his butt. I originally thought it was maybe an anal gland thing, but it's around at the like, 10 o'clock position on his bumhole, so I think it's too high up for it to be that. Also, it's not always there, just often there. I'll try wiping his butt with a wet wad of toilet paper and it doesn't come off super easily, so I don't force it. He licks his butt probably  not often enough. 

Is it probably just a clingon? Any ideas on how to get this gross dingleball to go away?

Maybe he has a few fine hairs in that area and thus creates a "clingon" there from time to time.  Try putting a little butter or coconut oil in that general area.  Either it will stop things from clinging or lubricate the dried up piece and he will clean himself and get rid of it.
