Cat meowing and biting

I have a 1 year old male cat unneutered that started biting my ankles and feet today. He also does a loud meow if i move away from him and follows me around also rubs against the wall, this has never happened before. Theres stray cats outside that may be in heat, might that be the cause of it?

First thing I'd do is get him to a vet and get him fixed. Shelters are crammed already.Also if you don't get this done there's a good chance he'll start marking his territory all over your house.
