Long story but the silly boy scared himself so much that he started to growl at himself...he put his head inside the handle of a plastic bag and the noise scared him so much he destroyed a lot of things, urinated and pooped on his way and growled etc etc....

The problem is that now his right eye is all teary and running but I see no visible injury and he is not closing it, touching or anything. I'm hoping he hasn't injured it. Could the tears be a result of the fear he experienced?

If he has Feline Herpes, the stress of that whole bag issue could have brought on the teary eye, OR, he could have hurt himself while trying to escape it.  It's really hard to know.  It it still tearing up?  I'm guessing if he's not closing it and it doesn't appear to bother him that it's ok to just wipe it with a warm damp cloth and keep an eye on it to make sure it doesn't get worse.

Albert is just about to finish a course of eye drops for a runny eye. It was weird - several times during the day , it would weep, then stop. Like your fellow, he wasn't rubbing at it or anything. After a week of this, I took him to the vet, who put some sort of dye on his eyeball and examined it with a blue light. Turns out he had a minor scratch on his eye. The drops are to ensure it doesn't get infected. You may want to have the vet check your fellow's eye to be sure he hasn't damaged it in some way - although a plastic bag isn't a sharp object...
