Balcony

Hi guys! New here.
I've being reading from this site alot in the pass weeka but now I need your help.
I have adopted a kitten, is 8 weeks old now and today she tried to catch a little bug in the balcony and I freaked out, she is little now and didn't reach the bar but I'm really scared. I live in a rented little apartment on the 10th floor and drilling is not really and option so a security net is not quite possible. Summer just started here so the house is really uncorftable for everyone with all the only place the air goes in closed. I really love to get out to the balcony but know I'm too scared to even open it. I tried sticky tape, but I'm running out of ideas.
I would like to know if you have some, or recommendations for me.

Use Zip ties instead of screws for netting.

A better solution than netting would be to find some boards/lumber and have somebody top the upper edge of the railing.  (think of a 6 inch wide, flat shelf across the top edge).    A cat can jump onto that and won't fall off.  And that wouldn't affect your view or hurt the balcony appearance.
