whites of eyes 'puffy'?

That isn't the white of her eyes, if I am seeing it right, those are her third eyelids.

Usually the third eyelid serves as a great easily seen sign that your kitty is sick. While we all see it from time to time (especially when we wake them up) when it comes further out, to cover 1/4 to 1/2 of the eye when they are alert and awake, can be a sign of a problem. I know I usually see my kitties third eyelid staying out when they are sick with a cold but I have also heard that seeing it can be a sign of parasites, infection or eye problems. Your kitty looks quiet lovely and healthy. If her eyelids are usually that visible it is probably a combination of her eye shape and the contrast of the dark color around her eyes that makes them more noticeable (I know one of my cats I can see it most of the time at the very corner of her eye and the other I almost never can). 

To answer the question, yes puffy is normal as it is not actually part of the eye surface and expected to be slightly raised in comparison to the eye.

Assuming you've had him longer then a few weeks and have previously seen a vet for any reason with him .... then no vet neccessary. That would just be his default or standard position for the third eyelid. So no worries and everything is good.

Here is Nightfury whose third eyelid is black, this is where his normally sit. Because of his coloring and eye shape they aren't super noticable.
Rockets are slightly different and white. Her eyes are also a little rounder and she has more defined corners because of how her coloring is.
While being white Links are barely noticable because his eyes aren't quiet as round. His head is also shaped differently making his eyes set back a little more but it makes a difference.
For all of them. Like yours how the third eyelid is right now is how it is when everything is good. I wpuld only worry if the third eyelid is more visible or prominent during their everyday waking actions.

You may see it more if you startle your cat awake or they wake slowly so don't worry about it if he just woke up.

And don't worry about it right now. Thats just how the third eyelid is for your cat normally when everything is good.
