Advise on young kitty with too much energy

I haven't been here in quite a while. Life has been crazy, but the colony has been doing well. A few new additions (mostly fixed). Working on getting Little Momma and her two babies fixed.

However one kitty, Scutch (trust me, he earned the name), has become a true pet. He barely goes out anymore. We weren't expecting this, but he wormed his way into our home. He was born feral, he just finished growing. (I hope, he's huge) He's about a year (probably less. He was still growing in September) We're going to take him to the vet soon, because he has something not quite right with his back end. He's been this way as long as we've known him. He doesn't seem to be in pain, it hasn't gotten worse, he can run and jump. He runs like he's a little drunk. Kinda clumsy like. We kinda think he might have a very, very mild case of hypoplasia. This is a large part of him coming inside. (The fourth member our house gave in after seeing it) He also only uses his front paws in the litter box. (He will come get me to bury "it" for him.)

He sleeps on our bed now, meows a lot, and generally acts like a normal pet cat. However, he's having a hard time with boredom and too much energy. I play with him as much as I can, but I'm limited in what he's not afraid of. Lol

We have a cat tower, which he only uses the bottom of, but adores. There's one of those toys that's a ball in a ring with a cardboard scratch center. There's a kick and bite stuffed toy. Balls that release treats, balls that flash. We have several toys on wands, but he's terrified of them. And he ignores the rest.

His favorite toys are the laser pointer, socks (clean, but stolen lol), and the blankets hanging off the bed. But even so, he clearly gets frustratingly bored. He comes in our room meowing, begging to play at least 15 times a day.

He looks out the living room window now sometimes. We've rearranged the upstairs, making it more cat friendly. (Read: more escape paths) What else can I do? Even on the few occasions he goes out, he comes in more frustrated and bored since no one is playing because of how cold it's getting. (And Judy only comes in to eat and sleep, so she refuses to play with him too. He's really good about not pushing her) I am disabled, so my energy is quite limited. However, we're home with him most of the time.

I want him to be happy. He's largely adjusted very well (he already sleeps more in sync with our schedule). Clearly, he wants to be here or he'd try to get out. I just don't know how to keep him from getting so bored/frustrated.

Yes, his fur belongs in a shampoo commercial. It is as silky as it looks. He's fabulous, and he knows it. Lol (the comforter got stained years ago when we were painting. It's still warm and comfortable, so we haven't bothered replacing it merely for cosmetic reasons)

Judy has come in for years, and won't go on our bed. Scutch jumped up first chance he got. Lol
