I took a cat that was to be 6 months old off the streets and have had her close to 2 months now, few weeks after getting her I noticed this strange black stuff kinda like dirt n it shows up in clusters in 2 spots right by her bottom lip but in her fur there, enclosed a pic of it. Any ideas????

Looks like chin acne.  It's common if you feed out of plastic bowls.  Make sure you clean the bowl after each feeding with warm soap and water.  Switch to glass, ceramic, or stainless steel bowls.  You might need to get to the vet if it's serious and becomes infected.

Definitely feline acne. You can treat this a variety of ways. First, like StephanieTX said, use glass, ceramic, or stainless steel bowls and clean them often. Second, you can wash her chin with water and a little soap on a washcloth. Rub but don't rub too hard. You want to get some of the black stuff off without making her bleed. Make sure not to get the soap in her mouth and use another wet washcloth to wipe the soap off. If this doesn't help, there are medicated wipes you can use that have 3% chlorhexadine on them. Talk to your vet if the soap and water didn't work, though, first. If you notice any big bumps forming, take her to the vet as the acne may becoming infected.

I feed out of stainless steel.. I don't think it's acne, it's not on her skin. It kinda looks like a cluster of flea poop or eggs maybe but I never see any fleas in that area

The black stuff doesn't have to be stuck to the skin. That's usually the stuff that falls out of the pores. How often do you clean your bowls? And definitely try cleaning her chin with soap and water. If you don't think it's fleas, then it has to be either just dirt or acne. What are you using for fleas?
