Concerned

My cat is a teenager,  I found her when she was a kitten however playful she has been portraying some odd behaviors.  I have a male cat that is outside and she's been trying to get to him lately.  She's still playful but constantly meows and lies on the floor scooting on her back.  Could it be she's in heat now and do I need to take her to the vet???  Also she's constantly licking her bottom....Please help

Yes, your cat is in heat. That's why she is meowing and laying on her back and to contribute to it all is the male cat that is outside.
If you do not intend to keep kittens, please have her spayed and spare her of getting pregnant and have abandoned kittens
Spaying her also does her good in terms of health. Here's an article on why spay or neuter our cats.

Thanks for answering me.  Although I would love for her to have just one set of kittens I'm not sure my hubby would like this.  So I guess I'll discuss this with him and if he disagrees well I'll have her fixed.

What will you be doing with a new set of litter? Keep them or get them adopted? What if no ones adopt them and you have to keep all of them. And they can't just be dumped on the streets of you can't cope or your husband dosen't like them. I'm not saying that you are a irresponsible person but just thinking of the welfare of the kittens and mommy cat.
A pregnant cat goes through a lot during pregnancy and giving birth. So please think carefully about letting her mate

As stated earlier I will speak with hubby first and if he doesn't agree then I know what to do......(also if no one adopts well I will keep all of them and for their health I will have them taken care of before reaching puberty
