When writing a review, I can't enter the month the item was purchased

For some reason, when it comes to filling out the date of purchase in a review, I can accurately input the day and the year but the month only accepts a single digit.  This is a new problem since the last review I wrote.  For example, I wanted to say that I purchased the item on 10/01/2016 but could only write 1/01/2016.   

It looks like it is using the ISO format -
