Looks like a girl to me.
The 'holes' are close together on girls, further apart on the boys.

That's really a difficult one to tell, but it does look like it may be a male with undescended testicles. The third picture seems to be the best to judge. Gently squeeze the smaller hole and see if a penis slips out. That would be a sure sign.
