Cat pee goes to the bottom of the litter box

Is it normal for cat urine to go to the bottom of the litter box and not clump up? Ive used arm n hammer clump and seal with my old cat and never had any problems like this. With Gabriel all of his pee goes to the bottom and never dries. My other cat claires urine clumps up normally. Does this have to do with any health problems? Gabriel also drinks alot of water and when I say alot I mean alot. I just want to know if this happening is normal or if its just the litter.

I suspect Gabriel is one of those cats who digs to the bottom and then pees right on the bare plastic of the litter box, and he may not bury it well either.  Personally, I cannot STAND the Clump & Seal litter and prefer Dr. Elsey's Precious Cat unscented clumping litter (expensive but not dusty and has no odor at all) and second to that and a little less expensive, Scoop Away Super Clump UNSCENTED, hard to find as most stores carry only the scented.  That one clumps very hard, so you might end up having to chisel clumps off the bottom.

If he is urinating an unusually large amount, you should probably get him checked by the vet, as that can sometimes indicate a cat is diabetic.  I noticed that in a cat I was cat-sitting for a few years back and told the owner, and when she took him to the vet, he did indeed have diabetes.

Is the scoop away good with odor control?

Yes, both the litters I mentioned are good with odor control.  Of course scooping frequently is the best form of odor control.  I dig my boxes twice a day, once in the morning, and once at bedtime.  I couldn't stand the smell of the Clump & Seal.  Tried it once and after a day the whole room smelled like chemicals.  I'd rather smell CAT quite honestly.  I moved that box outside to the porch and they can use it when it rains.  I won't have it in my house. 

I use Feline Pine type litter in most of my boxes but have to have a couple with the clumping litter because a couple of the rescue cats will not use the pine.  If there is no clay clumping litter, they will poop beside the box.  So okay, they win, they can have their clay litter.

Reasons for cat's urine to hit bottom can be due to like what Red Top Rescue mentioned. One or two other things I can think of is that the litter is not deep enough. Fill the litter box up to at least 5 ins of litter. So that the urine takes a longer time to hit rock bottom if it's a heavy flow. Also it could be due to the slow clumping of the litter.
Urine at the bottom of box will only dry if left untouched for many days which you cannot leave it for many days because there won't enough space left for him to pee and dig and to cover. Same for urine stuck at the side of box. Not all cats choose the middle of litter box to pee.
And when it's stuck to the sides and bottom, it's gonna be a messy scoop.

Both my two seem to prefer to pee on the sides of the box and one cat takes a diuretic so she can have large output at times. If someone has dug around it will sometimes reach the bottom.  We also had one peeing over the side of the box; so we bought extra deep ones and try to keep the litter around 4" deep; but no less than 3".  The only time I let it get low is if I'm getting ready to do a total change out.  That seems to help.  

I second the advice of having your kitty see the vet.  Drinking a lot of water can be a sign of different health issues.
