Tiny scabs on kitty? No fleas or hair loss?

My cat, Bella, has these tiny scabs on her skin but she doesn't have fleas and her hair isn't falling out. Her skin is fine it isn't red or anything. You can only tell she has the scabs by feeling her skin. She also has a liiittle bit of dandruff but not a lot. In fact, the scabs seem to have hair growing out of them??? Or, though them, I guess??? 

Is this just a normal part of dandruff or is it like, some skin condition where her skin scabs up or what could it be? Again these things are tiny tiny and scattered around and her skin is still white all over O:

I have absolutely  no idea what this might be.  She's  not scratching or anything, huh?   I've never heard of dandruff and scabs being related either. 

I'd say it's time to take her for  Vet visit.  Don't think it's anything serious, but whatever it is still might need to be treated, or if nothing else, YOU need to get peace of mind. 

Could just be dry skin build up. Lots of dandruff issues right now because its cold and dry. Try giving her a fish oil supplement.
