Older females are known to be the 'Queen' of the household, so it is not uncommon for hissing and swatting of an annoying little one or a male to happen. Time is the only thing that brings about acceptance. Having your older one spayed would help, they get a little grouchy and wild with all those hormones going on. She could have up to three litters a year, and finding homes is not easy, Those big toms are not gentle with her either, many females get hurt during mating. She may be very protective of any kittens so you will have to monitor that closely. You don't want your new little one to get hurt.  Continue to feed them together so they feel good, and play with the younger one to tire them out so they aren't so annoying to the older one. It sounds good and will continue to get better with time, All the luck!

If you wish the litter, so its swell.  but if you dont wish it, you know the surgery isnt that complicated, essentielly a normal spaying this early.  Later on it will be more difficult.

Do you have a net for the window?  so they cant fall out or try to jump out?

How old is your older girl?

Do you need help finding a low cost clinic in your area?
