My cat is walking weird?

We took in a stray a few weeks ago and she's been really good. However lately she's been a lot more affectionate towards our other cat (male) and today she started walking with an inward arch

I didn't finish, sorry. Anyways, she's also been VERY talkative. I've never owned a female cat so I have no idea if this is normal.

Is it possible that she's in heat? Is your male neutered?

She's still pretty tiny like a kitten so I didn't think she would be already. He is not fixed but wants nothing to do with her currently besides to cuddle at nap time.

Its normal,As long had shes not jumping,Spinning,Flipping all at the same time shes fine

Also she might be meowing for attention,Strays commonly do that

Do you plan to spay and neuter?

I have absolutely no idea how old she could be. Yes we plan on spaying and neutering

Please show a video of the cat so I can see what its like

She is not that young. Cats can go into heat at 4 months. I would highly recommend separating them and getting them fixed asap.
