I've noticed his eyes have recently started looking like this within the past few months or so, it seems like he can see just fine but he can't see a laser from a laser toy....or maybe he just doesn't want to play with it anymore lol. He's 19 years old.

That's what I thought at first....it could be but when I google that it doesn't look like what he has....his eyes look completely normal when I don't use the flash on my camera

Oh, you used the camera's flash on him. That explains it.

This is called Eyeshine.

But I would prefer not to use flash on a cat. Just imagine for humans, we get blinded by bright lights and not to mention camera flash in the dark if you ever experienced it. Especially for cats, their iris is wide open in the dark and a sudden flash of bright light could be uncomfortable to them but I'm not sure if it is harmful to them.
