Third eyelid showing for a week and a half now

My cat is under a year old and has had no previous health problems. He is eating and sleeping as usual but has been slightly more aggressive since this started. I took him to the vet and we were given antibiotic eyedrops but his eyes have not gotten any better. Has anyone experienced this with their cat and what did you do?

I would like to add that this was right after a nap so this is the worst his eyelids cover his eyes. 

Is there any drainage from the eyes?  Is it discolored or clear?  What kind of drops was he on?

A little clear drainage, he was put on Neomycin/Polymyxin/Dex (linked below).
