New kitten mom, please help

Hello! Im new to this site and a new kitten momma and need a bit of help and reassurance. We got a male kitten, about 16 weeks old, from a friend on Saturday, we call him Butters. He is the sweetest thing and very lovable. But I have a few things about his behavior that kind of worries me. When he first got to our home, he cried for a long time and was looking around (looking for his littler mates, i think). We fed him some wet food mixed with dry food and he gobbled it up, but would cry while eating. He also does that when drinking, is this normal? I know he is getting use to us, he'll come lay on the couch and demand to be petted but he almost too excited, his eye are big and his tail swishes as if irritated, but all he wants is for us to pet him. His toys have catnip on them, could this be the problem for that? Or am I just too worried? Also, he will only stay in the living room, we just to get him to come into the bedroom but he wont come in, he'll just sit and cry by the doorway. Me and my boyfriend also work full time jobs, both leaving early in the morning but he gets home around 12pm and i get home around 3pm, so the kitty has to be home by himself for about 8 hours. He has toys, scratching post, litter box, water and food. Also we gave him a towel and stuff toy frog so he wont feel so bad and left the TV on for him in the living room. What else can I do to soothe him more and make this change easier for him so he wants to come in the room with us? Also, what can we do to make leaving him less scary for him? He cried for me as I was leaving the house and it almost had me call off work. Im just sad and worried for him so any help is appreciated. A second cat is not an option right now, as we arent even supposed to have a cat at all (our apartment doesn't allow cats) but he was gonna be taken to the shelter and i just couldn't let that happen. Thank you!

First off, he needs to be fixed. If he is not he will start spraying if he's not fixed. Be patient & put yourself in his shoes. Don't over-fuss around him. Once he's ready to come in the bedroom he will. Leave him be & when he's sure you are his friends he will be loving I'm sure.

Hello! Thank you for the reply. w plan to get him fixed, especially since there are other cats around the area that come by our door, but were told that he is still too young. They asked us to wait until he is 5 months (which he will be in about a week). we already have an appointment to get him fixed and get his vaccinations in about two weeks (little less) and yes, we leave him alone and he has started to start explore and eventually ventured into our room for the first time yesterday. He is staring to get use to us and everything going on because he is starting to look around and isn't as skittish. He is already showing us lots of love, head bumps and face rubs and always wanting our attention :)
