Help for a disabled cat that may starve without help

A feral cat in Hayward is in need!!!!  He is disabled so he cannot jump up on the dumpster he frequents.

I have been feeding him for two years but now I am being threatened by a renter in the building that she will report me to the police and animal control so I am looking for help for this cat--who was emaciated and starving when I first met him.  If you anyone who can catch-foster this cat please let me know!!
