So to start off I don't have allot of money to spend. Saving up spare cash to get my two kittens fixed however I noticed in one of my kittens the right ear has allot of brown stuff which  I could only think is ear wax. Now ear wax isn't all bad but the other ear has 0 and my other kitten hase 0 I mean like just an inch worth, not a tone. The cat has been outside maybe once or twice for like 5-10M. So my question is should I use the money to get her to the vet or buy cleaning ear supply/wait for it to get worse/better.

She may very well have ear mites, so her ears should be cleaned by a vet and medication prescribed. If one kitten has ear mites, it's only a matter of time before the second one does, if she doesn't already.

It could be normal ear wax which is brown-ish and kind of sticky. I'd take the kitten to the vet just to be safe, as well as a general check up and vaccination if the kittens have never been to a vet before. Look for low cost vet clinics in your area as well as low cost spay /  neuter clinics.
