Shelter introductions versus home introductions

I am curious. How does a shelter introduce cats into the cat room? They obviously cannot wait as long as we do at home. Why then does it take us so long to have our furry darlings get along?

I figure I am missing something since nearly all the cuties at the shelter get along.

The ones that don't adjust in the cat room are either fostered out to homes or living in Petsmart or Petco or wherever there are empty cages OR it's a huge shelter like FurKids that has many separate cat room with situations pretty much suitable to different types.

Each cat is treated individually.  The young ones usually adapt fairly quickly.  The old ones are often miserable.  Our local county humane society used to have a cat room (now everyone is in foster homes or at an adoption center like Petsmart).  .  The cat room was catified with many levels of shelves and wall perches so those who wanted to get up high and observe below would claim those, and there were hidey houses, and the hidey ones could go there, and the friendly ones got adopted the fastest because they hung out in the middle and loved on the visitors.

I was fostering one that I told them should not go in the cat room, but they wanted to try it, so started her in a large cage with two other girls.  All was well for about three days and then banshee screams broke out from that cage.   She had had enough.  I took her home, but someone had seen her and was impressed so I ended up going to her home with said cat, and all was well.  She kept her.
