If his sugar is not under control, he needs another vet visit. He may need a different insulin. Getting his blood sugar under control is a must and is something you will need to work with your vet to accomplish.

As for diet...
I know the important thing is that the food needs to be low carb. Because of this, a canned-based diet is often preferred over a dry food diet. It's also important to put kitty on timed meals as this allows the medication to work best.

The cheapest option for canned food is Fancy Feast Classics (or the pate options.) You can certainly opt to chose a high quality of food if your budget permits.

time for another update, since my last one we are feeding him twice a day no longer free range feeding and giving him his shot before each meal, he is still peeing on the floor and lately it has been smelling very bad like burn your nose type smell, we are still feeding him dry food but will be switching to the pate food this friday, am also currently unable to test his blood surgar as we ran out of the test strips and have not bought more, have also tried finding a new home for him but as you all have said no one wants him and theres really no cat rescues here and the ones that are dont take older cats which is bs to me but i digress

That range isn't too bad. What were his ranges before? Which Fancy Feast are you feeding? Have you noticed a correlation between flavors and his blood sugar or with the times of day? BG is typically lower in the morning after fasting all night, so just wondering if this is the case for your boy?

Also, hss he been having accidents? If so, are they less frequent? You mentioned his urine smelling strong last time, is that still the case?

not really but we are still feeding him twice a day and so far he is basically back to his old self, wanting to jump in my lap, wanting to be petted sleeping more etc

no accidents but then again i switched back to his old litterbox cause we needed to clean the other one and since his old one is just a box on the floor i think he may have issues getting into the new one, right now i cannot smell anything due to my surgery but my fiancee has not said anything about smell so i am guessing that is gone as well

I highly recommend that you also post for advice on the FelineDiabetes.com message board if you aren't already a member
The members there are really helpful and some have years of experience with diabetic cats. I believe there is a section there to offer and receive diabetic supplies like unused insulin syringes and test strips and the like.

You should really try and test him very regularly and see if his peeing badly is related to high levels of sugar. I have a diabetic cat, who is now within normal range (80-120) and he is monitored every week at least. I feed him a mix of low carb wet and Royal Canin Diabetic dry. I also keep his water bowl full so I can see easily how much he drinks every day.

please see my newest replies above about his current condition, also his new food has almost gotten his poop back to the way it should be and is smelling less every day!
