Young cat and older cat

Hi, 

I have two cats both are fixed.

Pablo:

1.5 year old male

Bailey

7 year old female

We adopted Pablo from the shelter in May and Bailey two weeks ago. We believe we introduced them properly with feedings through the door, scent swapping, site swapping etc. They can eat next to each other. If Bailey has finished eating but have leftovers in front of her Pablo will look at her to confirm that she is done eating it before going after it.  

BUT Pablo will pounce on her pretty much at random.  We suspect he's just trying to initiate some play but she really doesn't want to have anything of it and she will just yowl before we clap or I chase him to go to a different room for a time out. She often warns him with a hiss or an "air swat" if he gets close.  I can tell he is just trying to sniff her but based on his previous pouncing she wants him to keep away. 

He doesn't stalk her anymore but he will follow her a lot  about 70% of the time. 

Sometimes If she is laying on the floor in the corridor and he wants to pass he will pace a bit make a sad sound and hurry past her.  

She has never not once tried to initiate play with him and she's rather lazy with the wand toys preferring the toys to be at least 2 inches from her paws. 

Just yesterday we were in Bailey's room and she was laying on the bed with her stomach showing, Pablo jumped up stared at her for a few seconds and went for a pounce. 

The house is on three floors so there's plenty of space for the two of them to go wherever.  Right now she is on the third floor with my brother and pablo is just milling about her room and meowing a lot (we put a webcam there). Pablo's room is on the third floor as well but he is shut off from it for tonight. When we lock her in her room by herself he'll also hangout in front of her door. 

We have feliway in Bailey's room now. 

Sometimes when we are all in Bailey's room Pablo will go around it exploring it and sometimes make pathetic sounds (hard to describe not a meow not a chatter exactly) and sniff in the room like he's never been there but he has almost daily since they were able to eat together. 

We believe he likes her but their way of life just isn't jiving. 

Will he figure out she is not a wrestling partner?

We were thinking about getting another younger cat but don't want two cats bullying Bailey.

Thoughts? Suggestions?  Too soon to tell?

Well they get along better now. But pablo still harasses her. Maybe just play?

He does bother her when she's trying to use the litter box. Not an ambush but he'll stand outside of it lightly touch her tail (she refuses to turn around when she pees).

There was a thunder storm that scared bailey so bad she became limp on the floor. Pablo groomed her to comfort her. Normally she doesn't let him groom her.
