spayed cat still goes into heat

My cat is about 7 years old and I've had her for 6 years. When I got her the people that had her prior said she was spayed (the people that had her are trust worthy and do spay/ neuter all their cats). 

She still goes into heat occasionally. She is in door and there aren't any male cats around her (I become the one she's given all of her affection to) .  I did some searching and read sometimes even a exploration surgery for left over ovary bits doesn't always work.  I wouldn't want to put her through the surgery again if it might not work and cause worse problems and I'm not sure if it would be a good idea because she isn't that young anymore. I guess a vet wouldn't be able to just feel her stomach area to see if anything if there before doing surgery again? 

What else can I do with her to calm her down and keep her quiet?  I didn't mind before because we were in our own home but we will be going to an apartment soon and people worry if she isn't spayed she might attract male cats around (even though she is spayed they probably won't believe me if she goes into heat)  and plus if neighbors are closer together she can't be doing the love howls.

You should check out www.birthcontrolforcats.com and, armed with your information (you'd be surprised how many vets are unaware of BC for cats), you could ask a veterinarian to write you an Rx for your cat.  A vet check is in order, though, because ovarian tumors can also trigger "heat cycles"....
