My parents have had this cat for 14 years. They called me a couple weeks ago saying he was acting odd. They sent me some pictures and I'm trying to find out what it is. They live in Sun city florida and are trying to find a vet that will allow them to do payments. The blood is from tgem syringing him food

It could be oral cancer.  They need to find a vet and get a diagnosis.  After that, they can decide what to do and if it is something that can be cured or not.  The cat is suffering with a mouth like that.  PLEASE get him to a vet ASAP!!!  Here is an article about various ways to find help with vet care expenses, but certainly the first exam will not cost all that much.
