What are her poop issues?
She was doing fine I thought till she was about 6 weeks old. Then I noticed her straining in the litter box and incontinent and throwing up a little. Last week I took her into the emergency vet and she had an impacted bowel they had to sedate her and get it out. I brought her home and she wasn't any better I took her into my normal vet and she still was impacted so they put her to sleep and got the rest out. They put her on canned food an antibiotic and she seemed to do really well until this morning when I woke up I noticed she was all wet down there again and Bloated. Also cut her in the litter box training with nothing happening. Waiting for the vet to open to take her back.

Sounds like some serious poop issues. I don't think not having a tail would have much to do with it unless it is an indicator of further internal deformities. I know I saw somewhere on Instagram a story about a kitty who had constant poop problems and he ended up having some deformity (I want to say he was fostered with @kittylady about  a year ago). So it is possible that there is a deformity making it so she can't pass solids on her own.

Definite back to the vet and tests to figure it out. I would expect them to find something during surgery but if the problem was lower in her system then they were at they might not have seen it. It might have taken a few days for her to get backed up again which would be why she seemed fine until now. I am hesitant to make any recommendations without know what the problem is but I would personally give her just the liquids from canned food (there is a brand that sells just broth packets) or unflavored pedialyte until you can get her to the vet just to keep her hydrated.
