Just got a new kitten. Feeding Purina Kitten Chow now, but would like to switch to something healthier.
Also curious is there is anything that would reduce the litter box odor or not?

For kibble, a good one on a budget is chicken soup for the soul kitten food. Their wet food is nice too imo. But there's a ton of pretty good brands out there; Wellness, Orijen, Acana, Go!, and Nature's Variety, to name a few. High protein, low carb is the best for cats. I personally feed grain free, and like to see potatoes and other starchy things low on the ingredient list.
Also, I suggest including wet food, since cats don't have a strong thirst drive.
As for odiur bix litter, I'm not sure you'll get rid of that with diet. I use a odour control litter in a box with a filtered lid and sometimes throw in some arm and hammer for good measure. It helps, although it not perfect. I also change his litter frequently.

I feed Orijen Cat and kitten food for dry.
The better the food, the less the litterbox stinks but it will always Stink with commercial foods.

Raw fed cats hardly have any odor at all, but this requires more than just giving them raw meet in order for them to stay healthy. There are several good commercial raw foods available though, and a few good homemade recipes. There is a raw feeding board on this website if it interests you.

Oh, I forgot to mention... The whole time he eats he meows as he is eating. Is that normal? He is 21 weeks old.

I can't say I've heard of a cat doing that before, so it's not normal, though I don't know if it's bad either.

Most raw fed cats have poop with very little to no odor. Some raw fed cats still have stinky poop. My Aby has really stinky poop
My other cat eats the exact same food and doesn't have stinky poop at all. Abys in general have sensitive tummies so their poop tends to be stinky no matter what the diet is. Probiotics supposedly helps with digestion and less stinky poop but I haven't tried that yet.

A 7 month old cat can be transitioned to adult food, IMO. Most adult foods sold in the US are labeled as "for all life stages" anyways. You can supplement with some kitten food if you feel the need to. Purina isn't a great brand because it's full of "junky" quality ingredients so look into higher qualtiy foods. Chain pet stores sell good brands: Wellness, Nature's Variety, Blue Buffalo, etc. Independent pet stores sell premium brands like Orijen. You don't need to spend a fortune on food. Buy the best quality food you can afford and your cat will eat. Grain-free is ideal since cats have no use for grains in the diet.

I had a cat who used to talk to me when he ate.  He changed sounds for if he was happy or yelling at me, but always when he ate.

I agree that generally, the higher the quality of the food, the less odor you'll have.

My gal likes kibble.  Her brands include Evolve Chicken Formula, Purina Beyond Chicken and Purina Beyond Superfood Herring Blend.  Each of those recipes have no corn, no wheat and no soy content.  After we excluded CWS from her everyday diet her stools had minimal odor.  She's a rescue cat and during her first few weeks with me, while eating CWS content kibble food, you could smell her business card throughout the house.

By the way, I have discovered that better food usually means fewer bowel movements
