Are they all neutered and spayed? If not, that has to be the number one priority to prevent 15 cats turning into a hundred. Fifteen does seem like a huge amount of cats for one woman to take care of, the litter boxes would have to be scooped almost constantly. Getting them all neutered would at least stabilize the colony, and they would eventually decrease in number. If she says she can't afford it, then that is an excellent reason to decrease their number. If they are all neutered, receiving their shots, getting fed properly, and she can afford it, then more power to her. If not, your dad has got to step in and insist they all be taken care of, shots and neuterings, and  finding some of them a good home so that they can receive the care and attention they deserve. The thing I would stress is that if one got sick or hurt, would she be able to afford vet care? One more thing to bring up to her is that what would happen if something happens to her? There is a chance that any cats brought in as kittens in the future would maybe outlive her, who would care for them? 2 or three would be taken in most likely, but 15?

I know how she feels though, it is just impossible to imagine them getting a better home then where they are right now, but if you could put out a plea for a good home, like on the radio on one of those buy and sale programs, and explain the situation, saying they desperately need a good home, someone (especially someone who has lost their cat) might step up and adopt one. She has a big heart and I commend her for loving these cats, but it is getting to the point where their care and health are going to suffer.  I have three house cats and take care of 5 more outside, with the cost of neutering, shots, food, and wound care, I can't even imagine 15! I can't go anywhere for an extended time, and it seems I'm always taking care of litter boxes and sweeping up hair. They bring more joy into my life than work, so I know how she feels.  I'll pray for her to find it in her heart to do whats right for these babies, keep us posted!
