Cats wont drink from water bowl or fountain?

So, I have 2 cats, one I have had for 2 years, Iiah (Since her birth) and one I have had for half a year now, Joffrey (Shelter baby).  Iiah has an allergy to plastic, so All their food bowls are ceramic and she would not drink water from a bowl, so about a year ago I got her a water fountain. SHe would drink from it, but has always preferred to drink from glass cups. For awhile there, I would put cups down for her, and that worked, but when we got Joffrey, he would always knock the cups over, making a mess.

I thought the reason she drank from cups was the high elevation, so I got a PetSafe Drinkwell Ceramic Avalon Fountain   And I have been using this one for a few months now, but both cats seem to dislike it. Joffrey wont even drink water from it, he always tries to go for the toilet but they both don't like drinking from bowls.

I really don't know what to do about this. I was thinking perhaps getting a raised bowl may work, but after spending about 70$ on the fountain I don't want to buy it and it not work, and waste more money. So I thought I'd ask for some advice first. Should I try the raised bowls? Or does anyone know anything that worked for another cat like this?

Might be the "color" of the cup?  (lots of cats can't really tell where the surface is and won't drink if they can't, or, they will stick their paw in it before drinking).  Color of water bowl might make a difference.

OR...It's just the "Best Water EVER!!!" syndrome.   We have two cats and three water bowls.  The cats avoid each other, but, neither really drinks much out of their own bowls.
However, they drink lots out of the community bowl. They share.

We've decided that bowl must contain "The Best Water EVER"

Well, I can't imagine it's the color, since her preferred glass to drink out of is Clear glass cups with no color at all. Just transparent.

The bowls and other containers are transparent also?
