My neighbours and their cats

I wasn't sure where to post this, my apologies to the admin if this post is in the wrong forum.

My neighbour has an adult cat that has had five pregnancies (it's 2.5 years old), in fact, she had her last litter in my outside laundry. I've been pleading with my neighbour to get the cat desexed since December when I first noticed she was pregnant. It's almost August, the kitten that they haven't managed to rehouse, I offered to take it, but now, the neighbour's daughter insists on keeping it.

Kitten season is September here and the kitten from this litter will hit six months by then, so I assume she'll come on heat too. The neighbours keep on insisting that they'll get the cats desexed, but they haven't done so yet. So I'm struggling to find reasons to believe them.

My friends and family want me to call the council to intervene. But I'm concerned about how they'll respond to that because they'll assume it was me, and I'm concerned that they might damage my property or hurt my cats.

What do you think I should do?

It is heartbreaking that the poor female has to go through so many pregnancies.  How are they possibly finding homes for all of these kittens? 

I would keep pleading with them to have her spayed.  The poor kitten will also end of pregnant very quickly.

Do you have any rescue organizations in your area that could help provide information on low cost spay/neuter options?

I've done everything I can think of. I've explained how spaying will help. I've contacted rescue organisations on their behalf. The adult cat comes to my house every day for pats and attention, often after cat curfew (after 9pm), and I take it back home. They'd run out of cat food, so I gave them some of mine. I let them borrow my cat carrier to make it easier to get the adult cat to the vet for desexing. They know all about discounted desexing options, I've been telling them for months. I've given them contact information repeatedly. They "keep forgetting".

I'm not sure what other options are available to me.

The only other thing I can think of is to offer to take the cat and pay for it yourself.  This is asking so much of you, but it might be the only option.  I am sorry you are dealing with just unreasonable people.  What is so very sad is that I imagine many of the kittens they are giving away will also not be spayed/neutered. 

I hope that you can find a way to reason with the neighbors.

I would call anyways. What she's allowing to happen is cruel.
