Is this a he or a she?

This cat has been around for years, but recently I fed it because I was told there were ferral cats at the nearby golf course.  I found out today that it actually lives a few gardens over-ish.  So I'm stopping feeding it, as I have been doing this the last few days, but I don't have a problem with it coming and sitting with me during the day, so long as it's either a girl or a neutered boy.  I can't tell what the cat is.

I'm hoping you can see and tell me.  I'm thinking boy, but I'm not sure if that's fluffy butt or fluffy balls?
