I have searched far and wide on the web and have run into about 40 million different answers.
So back to my question My tabby SugerBear is approximately 10.4 lbs as of 40 minutes ago. She is about a year old and I think is a domestic medium hair. Is this a healthy weight, and what is the weight rang she should be

It completely depends on the cat! Looking down at a standing cat from above and observing their shape is the typical guideline. Ideally a cat will not be wider in the middle than they are at the shoulders. But that can be difficult to eyeball sometimes, especially if your cat is fluffy, so to be certain, you can ask your vet at the next checkup where your cat ranks and whether or not she needs to lose or gain weight, or if she's just right.

My vet's office has an info graphic on the wall that gives visual guidelines from above and the side; since like Molly92 said, it depends on the cat!  Mooch looked emaciated at 9lb.  One of my mother's cats is healthy at 6!

Assessing Your Cat's Weight

The best way to tell if your cat is overweight is by checking the cat. Move your hands along the sides of the body and gently try to feel the ribs. If the cat is within range of its ideal weight, you should be able to easily count the ribs. The ribs should be covered with a layer of fat, but not to an extent that would make it difficult to feel them.
