Its correct of you to give them kmr or goats milk.  Did they ate it?  Its good to have a scale, to know how much they shall have, and if they do gain...  They shall prob have about 150 ml a day - say, 15ml at a time if you give 10 times.

Also, a heat source is wise to give them.    do they use the litter (non clumping litter) themselves, or do you must stimulate them?

This with not opening eyes hints it may be an infection.  Try to put a warm cloth on the eye, it helps sometimes.  There is more to do.. but im in a hurry now.

Are the kittens eating on their own now?  Lapping KMR or raw  goat's milk out of a bowl?  (NO cow's milk!)

They need to be kept in a safe area away from traffic/kids/other animals - where they can be contained easily, yet move some too.

Can you set a humane trap for mama kitty?  If you can catch her and bring her in to be with her babies that'd be great.  Five weeks is way too young to be away from her.  Chances are, she's already pregnant again.

Did you try gently wiping the eyes with the warm wet washcloth?  Was there any drainage from it before or now?  Is he moving around at all?

The heating pad should be under a blanket set on low.

How is the kitten doing with the closed eyes? Is it taking the KMR? If so, how much?

If the eyes are not opening, please put a warm, damp cloth on them to try and soften them up. It may take some time. However, do not attempt to pry open the eyes.

When the eyes were open, was there discharge or crust?

teh most probable its  some infection.  If you dont manage to open the eye by following the advice of having a warm, damp cloth on it and softening up, possibly washing off with saline water - its then a vet errand.   At least some sort of terramycine pasta.  but if its a real bacteria infection, the vet must perhaps  let the pus out...  The surgery is basic and nothing difficult for a vet - but very possible a vet must look on the kitten.

It can surely be other things too, especially if the kittens seems weak or have other problems too.

But different eye infections are quite common, and seldom really serious IF you treat them the right way.  Ie let a vet help you, if you cant open them by this warming softening up.
