Its not my cat i can't just steal it. The owner is very aware, I know it's been there for a couple weeks maybe longer, have u ever heard of this before. It has to be in pain. I don't want to be rude to the parent but, come on.

Could be a rectal prolapse but without having any more details the issue could be anything. The cat definitely needs to be seen by a vet ASAP. The fact that the issue has been there for at least a few weeks and your friend has not taken the cat to the vet at all is concerning. Infection can set in and / or the problem may become even worse. No one here on TCS can diagose what the exact problem is. All we can do is recommend a trip to the vet.

If affording vet bills is a problem, there are reources that may be able to help. See this: http://www.thecatsite.com/a/no-money-for-vet-care-how-to-find-help-and-save-your-cats-life

I never heard of it but I would ring vet and explain on the phone see what they say it is. Maybe they can talk on the phone to your friend to convince them to bring the cat in. Tell your friend your are worried for the cat and don't mean to be rude. Maybe get another friend to have a look to back you up to take the cat in. Maybe offer to help with something if the cat needs to go in to vets like, transport or food for her a support maybe to your friend. Might come round then.
If you have a look at pics on google that might help to explain the seriousness of it to a friend at least But it doesn't sound good at all. Tell your friend they need to ring the vet, there might be something they can do at home for it. The longer it's left the more expensive it could become and more painful for the cat.

When I looked on Google that came up as first possible problem, so I agree with you as a possible cause . It could be something else too. Vet needs to notified though to get a full check.
