Kitten hates being touched

Hi I am having a problem with the last kitten, She will not let me hold her or stroke her , she hates my hand touching her head, every time she sees me or anybody she runs off what can i do i cannot re-home her like that.

she is now 11 weeks old she is the last of my cats litter, she is very timid but she does play with me iv let her smell my hand but she stares at me lol

Try sitting on the floor with her and letting her smell you and walk on you. Play with her with a toy on a stick while you are on the floor.

Honestly, some kittens have very shy personalities, but the more you handle her in a gentle, loving way while she's this young, the quicker she will acclimate to being held and loved on.
