Cat responding to outside stray

Okay so there is a cat outside of my place. Im assuming its a stray but it could be a neighbors cat, ive never actually seen it, just heard it. At night, it goea crazy and meows so loudly i can hear it inside my house (i dont have thin walls). Normally I wouldnt mind but my male cat seems to be responding. My cat is fixed.

Anyways he responds VERY loudly at 2am,3am etc until the sun comes up and it wakes me up every night! My cats normally wake me up from playing which i dont mine, but this is new and since hes meowimg frequently and it wakes me up frequently throughout the night, im wondering if there is anything i can do to curb thia behavior. Thanks!

You have a cat on heat in the neighbourhood.
  Any cat will respond to that. 

She could well be a stray.  If she doesn't have a home how would you feel about a bit of TNR?  There are people here who can help you to trap her.

What is TNR? and I not 100% sure its a stray. Ive never actually seen the cat just hear it. I know my neighbors have a cat they let come and go from the house, i always see it outside sun bathing. But im not sure if its that one or not

TNR = Trap, Neuter, Release.

It's the most effective way of stopping the ever-growing homeless cat population...
