Is it possible for a nebulizer to make congestion worse?

We're suspecting my cat might have allergic rhinitis. We've been trying to work with the frustrating results but i will give a more detailed account at a later time of what's going on with her. i've been to the vet almost everyday this week. I listened to my vet and started nebulizing 3 times a day. i was to meet her the next day for the cat to be fed and she tells me that the cat sounds worse and that she wants to flush out the mucus.

i do remember my cat had the snoring sound, got a steroid shot and was doing fine, but as soon as i put her on the nebulizer as instructed, the snoring sound returned.

opinions please?

i tried the nebulizer again. i feel it is aggravating her more and creating more mucus? i'm not sure i understand. maybe i'm not using it right.

anyone with experience using nebulizers got pointers?

I gave my Gracie an inhaler (MDI) but not a nebulizer.  I couldn't really tell if it helped her.  Are you giving your kitty a medication or saline?  It could loosen phlegm that wasn't moving before.  

I'm a human nurse, so in humans, nebs increase coughing and expectoration, which is a good thing as long as overall the person is getting better and being helped by it.   But in kitties, do they cough up the same way humans do?
